The sun would hardly be enough to warm the tepidarium ( warm bath ) to a medium heat, let alone the caldarium ( hot bath ) which was supposed to be very hot. Solar heating wasn't nearly advanced enough to make that sort of system.
So no, you're wrong. They couldn't have gone much further with passive solar energy. The hypocaust was the most advanced system at the time for a reason.
