The ring around the auxillary, Snare, it's a end peice of a cymbal, to make it sound electronic... Also with the reverb on the snare to make it sound more electric.
Actually you are wrong. It's a roland practice pad. It has quite a loud noise for a practicepad, but it has the sharpness of those scottish marchingdrums.
sounds like soundtrack for Mortal Kombat or Tekken or something.

@kentsmedblom That's just Mayer's style to use a secondary snare. I'm not sure what type of triggers he uses though.
