The reason more crimes like this are carried out here in the UK is because it's been part of our culture for centuries. Drinking and drunkennes is seen as fun, an essential part of having a good time, and is encouraged at times.
Not so in China, where the culture has been much more strict on the kind of bevaviour for many years.
The problem here is not the law it's the culture.
Being strict on speed limits is an essential part of enforcing them. You're over the limit or you're not simple.
