FF13 is the best one to be made since seven in my opinion. 10 and 10-2 they focused solely on graphics, and the voice acting suffered because of it. Exhibit A: The laughing and/or whistling scenes in 10. 12 was a step up, though I did not like the gambit system at all. Though eight was a great game, I enjoyed both the character development and the story of 13 much more, even if the gameplay was a bit linear.

the battle system is actually always changing. changed in 8, and 10, and 10-x and 11, and 12 and now 13. btw not to mention all the side ff games that have diff combat, crisis core etc.

actually 11 and 12 are identical. and aside from those 2 they are all the same except for tweaks in the lvl system the ways the summons work and of course how you decide who gets what spells such as materia in 7 and specific characters in 9. aside from that its been stand still turn based systems but this doesnt look like that at all.
