Is the voice of master togo the same voice actor that did professor oak in pokemon?? ;D

I looked into, the voice actor is a man named Fred Tatasciore, and after searching through his listed roles, I didn't see anything on Pokemon. Though he has done some Anime stuff including Afro Samurai and Naruto.

got a question .. why do you make so many criticals ? i've got the same skill with raise the chance to hit one but i never hit that much o.o

I had a lot of points in critical strikes, as well as Runes to bring that up even higher.
