It would be interesting to see the trail of people involved in awarding this contract from the origin to the final implementation.

There are a lot of people who should be fired over all te the nonsense that has gone on.  I have bumper stickers that I give out to people. It simply states a quote from Harry Truman when he was a senator. The quote is

"Profiteering in wartime is tantamount to treason". Everyone involved in awarding and accepting this contract should be tried for treason.
