It was actually the law that said that in England under William the first. It said this because the king owned all the land. However, we are not under a monarchy or socialistic society here in the U.S. so therefore we own this land, we paid a hefty price for it, and would like to enjoy it without uninvited guests. I'm really not sure why that's so hard to understand. Not to mention I might not like to get sued when another one of these kayakers hurts themselves again.
