Herocraft I think you're wrong.
Since 2005, a game called "Civilization III" for cell developed by Com2uS.
It has more features similar to Sid Meier's Civilization, as a choice amount of taxes, construction of "Wonderland", playing as a leader, chief, prince, king or emperor.
Finally, Revival 2 is very good, but there was already another good mobile game based on Sid Meier's Civilization.

no, It's not a licensed game, but as far as I know it's the only mobile game that has so many features of the original 'Civilization'
