He can cuff a person for his own safety of the safety of others while escorting her to a safe neutral place where he then will either cite her or let her go. He could even arrest her if she continues to be abusive to him either verbally or physically. He then would read her her rights.

There is such a thing as time allotted for questions at the end... AFTER the speaker is finished talking. This woman was obviously disruptive, just like the other guy that was ushered out of the building. The difference there is that the woman was screaming frantically simply because the officer was ushering her out. It's not terribly difficult to follow the instructions of a police officer.
