It's just for muting above the neck. When you strum hard, you can often times here the vibration of the strings at the headstock. You don't really realize how annoying it is until you realize it's happening! lol

Nevermind; I just learned that he uses the tape because he doesn't like the sound of new (coated) strings. The tape makes new coated strings less harsh, more warm. Simple as that.

It's a piece of cloth. Nothing special. It makes a slight diference, noticeable when strumming harder. New strings sound less sharp-metalic, just like they were two or three days used.
