They cannot act on a known fraudulent website until somebody is actually victimized and reports it. And yes, piracy is a crime. It is theft. They cannot act on a known fraudulent website until somebody is actually victimized and reports it. And yes, piracy is a crime. It is theft. Although I do agree that in many cases it is justified but it isn't always so. That's more of an issue with our current economic model and not the internet.
