If you stay there after the countdown, he starts talking and actually gives away the ending the Arkham City before actually blowing the bell tower up. At the end of his speech, he says "See you soon, Bats."

I have had a thought... maybe Harley Quinn and the possible "Joker child" could try to locate a Lazarus pit, and in the last few levels They revived the Joker, and as the Lazarus Pit can make people insane, The Joker will become powerful with insanity.
