Give land is not the right answer to all the social problems, it wasn´t the european solution for it.
Acctually I think it is a national and a intern matter, this kind of intervention reminds me a lot "Ong´s" hands, composed mostly with foreigners with deep interest in natural resources of the land (as precious stones, which are stolen from Brazilian soil and came across to the black market).
The main "spots of conflict" are territory with huge amount of minerals, why?
There is a problem. But giving Land to the Landless will not solve the problem. Why? How should they produce food without money, credit, machinery, houses, fences, cattle, etc.? Besides, how may the tax payers know that those people getting the Land will really make a better use of it? Make it really productive from their point of view. Finally, where are the Landless really from? Are they really land workers? If yes, why they did not want to get employed and become all social securities?
Land alone will not solve their problem. Capital to work the land and professional capacity for it are necessary, however the people of the Landless Movement have neither of them. Consequently, they will keep hungry and transform the rural areas in which they are established into rural slums and start robbing animals, vegetables, fruits, wood etc. from their neighbours. It is really shocking and depressing to visit areas that a person used to know before and see how it looks today. A disaster!

This story is a bit more complex than that, Lula gave 4,5 billion on dollars to the "Movimento Sem Terra", the money is on the leaders hand, maybe to reform the panoramic view elevator on his mansion.

45% of the land belongs to 1% of the population.
Almost exactly the same as in Zimbabwe before land reform.

You assume people can get 'work' and social security. Maybe there isn't any or maybe they don't have the right education.
Don't forget about 963 million people are starving (FAO, 2008). Are you going to tell these people they should get a job? That made me laugh.
There is nothing wrong with giving land to people so they can sustain themselves. It doesn't really matter where they come from.
