To me, this song is the audio representation of serenity. I picture someone leaning against a guardrail as he looks out through the side of a skyscraper made entirely out of glass over a futuristic city at sunrise thinking about it all.

i am A fan of william basinski as much i love his albums this is the one that had me in tears there is not many electronic or ambient artis that can do that which were brian eno harold budd david slyvian & john barry the legend for movie composing if u like this track i would recommend get this amazing album 10/10
Once again unveiling hidden treasures from his archive of tape loops, William Basinski releases three pieces made at his Brooklyn apartment during one night in 1982, adding a fourth composition (based on the same source material) made earlier this year.
Well, going by AugZF's comment, I'm guessing the title represents the date that William made the loop used for this track: 92982 as in 9/29/82, as in September 29, 1982, the date he possibly made these loops.....
And I concur, it is a gorgeous track (much like all of William's work).
@xFishNinjax It was recorded September 29, 1982: 9-29-82 = 92982... Beautiful CD if you get a chance to get it. Each track paints such a vivid picture in your head of where it takes you.
