Because that will go against ConFest's principles of the individual's right to choose what they want to do. Having a laissez-faire approach to nudity for people to do at their own leisure has worked just fine for them, if you want to go to a place where nudity is dictated then go to the ACT convention but I grant you it won't get as many punters as ConFest does.
