EC2 on Linux free tier, you can start for $0 and some code. heh. Leasing a SaaS to a few customers would be as easy as hooking up Paypal to your site that serves up SugarCRM or something.

The licensing costs of closed source products isn't prohibitively high if you go with Microsoft products. You can lease web servers for hundreds a month, Windows operating system included. I'm doing it now, successfully. :)
