Uh, when SF4 was released in 2009? Haha, it just has to be the EX version with the stick in a neutral position instead of holding sideways for the grab.
I have a really agressive vega. is using cosmic heel as my way to move (faster) around my opponent and for crossups a bad thing? cause in the long run it always sets me up in a bad position.
In AE, Cosmic Heel puts you at -4 frame advantage from point blank, which is bad because the opponent can combo you for free. Even hitting from just the tip, if it's blocked usually your opponent will hit you first if you try to press another button. However, that doesn't mean its a bad tool - it's great for punishing, you can score a lot of damage off of a good read with it, you can move forward while keeping your down charge, and you can hop over the opponent's body for a mixup.

Izuna Drops off the ground require a really good feel for where the opponent's grabbable area is - it's one of those topics that is really hard to give tips for. You need to be almost inside them to be able to grab them, it's easier against taller characters but a crouching one can be quite difficult. Still, it's always possible to grab someone, you just have to keep trying and build up a feel for it over the long run.
