welll it can't be, in Vice City Stories he is English, fully and in The Last Stand Vic said he is never touching drugs again. Then you look at Vice City, he has a Domatic Republican accent, had hair and he was touching drugs, so it has to be Pete and Vic could have been somewhere else we don't know of.
