I love the bicyclists righteous indignation. This is like a block from my house. This cyclist sat at home "creatively interpreting" the relevant code, and then went ahead and put his daughter's life at risk just to intentionally stir shit up and orchestrate this encounter - he was on the 45mph street in the *background* with his bored little girl, and *not* the street that the other 100 normal, safe, and sane cyclists you see using in the foreground - in case anyone missed that part.
And: Google CVC 21202 (a). I travel side by side in my car, passing bicyclists on the shoulder all the time in *both* of the streets visible in this video. His claim that it isn't safe and that he was "forced by safety" to be in the middle of the 45mph street in the background is demonstrably a lie, or I'd have hit like 5,000 bicyclists by now. (In case anyone missed the other comment, this is about a block from where I live.)
Does anybody in the state know the entire Vehicle Code? Of course not. Does every police officer I've met imply that he DOES know the entire VC? Yes. They also tend to discount any civilian knowledge or interpretation of the VC. I mean this is their JOB! How could a cyclist possibly know more about the VC than a police officer? The relevant sections are pretty small. I now carry them no my bike with me!
Comments below are a little critical. The cop is extremely patient, perhaps because ur daughter was there (I love how bored she sounds at the end). Most cops I run into don't allow me to interrupt them or criticize their knowledge about vehicle code.
I applaud you for taking a stand in an effort to educate.
"I'm familiar with the code." That's using the term "familiar" very loosely. Also, this is why you should at least remember the VC codes in question... 21200 and 21202.

Hey Willy.
The two comments down below are mine. I had forgotten that a friend had signed in to Youtube with his account.
I stand by everything I wrote below.

A fully uneducated police officer. He is not familiar with the law. He aparently did not look up the vehicle code the last time this happened.
