There's a couple of different things here. Tyres spun up fast enough make lots of smoke. Some cars run exhaust exits that feed onto the tyres. When you get on and off the throttle, you get a lick of flame. Sometimes that flame can set fire to the smoke and powdered rubber in the wheel well. That's some of what you see. Others run a spray bar or a fuel injector into the exhaust to get the real flamethrower shit happening. ...continued...

continuation - And some pop the tyre and keep spinning it, getting steel belts and rubbish wound up around the axle, tearing up the brake lines and spilling brake fluid everywhere, which is then ignited by the sparks off the still spinning wheel. Fuel lines can get dameged. In fact, pretty much anything that can burn in a can might find its way under the back end during a burnout show.
