That's because it is. It's an Excel Saga Spin off. The only character you see is Nabeshin really and some other very minor characters like Kumi Kumi, but other then that, it is a perverted spoof on the Magical girl genre, and it does some yuri in it because it spoofs the relationship between Sakura and Tomoyo of Cardcaptor Sakura.
