But learning continues to be meaningless to Robert. And there's no reason with this technique for him to become aware of the development he's shown on this cognitive skills. He's equally passive, absorbing skills just so he can get a degree, regardless of how good he can become. If anything, the teacher is cheating Robert into learning exactly what he wants.

I agree with you, It sounds to me like "significative learning" it`s all about. By the way, are you taking the RIEMS course?

And sincerely this (unaligned course) is what we do so often, by elaborating an exam's assessment just to evaluate what a student has memorized or what can describe. The performing of "RIEMS" in México implies a big teacher's challenge based on a deeply reflexion about our roles and a strong comprehension and adhesion to this theory (Constructive Alignment).
