Hand drawn cartoons are always better quality than computer generated ones, all russian cartoons are hand-drawn, it takes more time, but its worth it.

It's not photoshop I don't think. There are a couple of high end frame by frame software packages that are made specifically for animators.

hmmm I know you can do similar thing in photoshop but its very long... otherwise you can use anime studio pro to animate with a bone system similar to 3d programs
