It's called a hertas, 2x16ths followed by 2x8ths, or similarly 2x32nds followed by 2x16ths. It's not a Meshuggah invention. Textures use it in one of their songs too.

Moreover, it's just a repetition of the simplest note on the guitar; it's not like the solo is similar to the entire "master of puppets" solo. I wouldn't worry about it much.
