Reagan stated that it was the Iranian opposition to Khomeini. In Reagan's account, McFarlane told Reagan that the Iranians offered to persuade the Hezbollah terrorists to release 7 hostages. Later the Walsh Iran/Contra Report states that the arms sales were to Iran itself.
