I think they should go back to school again because although CO2is thought of as a gas that puts out fire it can actually burn if the temperature is high enough ie. the chemical energy high enough to split the chemical bond of carbon and oxygen which both burn. Using a plasma ignition source and injecting super heated steam alongside CO2 provides enough heat to split both the water and CO2 leaving only water vapor. A catalyst to capture the plasma can be used or simply by use of a magnetic field
This is where federal funds should be going, we can make more power from carbon based waste and coal then a bunch of pipedream wind turbines and inefficient solar plants when we can use it to get more out of oil and existing fossil fuels, I understand that we need inexaustible sources of fuel but we need to focus on the fuels we have now.
