According to wikipedia, the july 2009 urumqi riots began when thousands of uyghurs began protesting but escalated into violent attacks against han chinese, which resulted in 156 (or maybe 197) hans dead. AFTERWARDS, the police came in and did whatever it was that they had done. So NO, the attacks were NOT started by the Chinese police.
