I can guess that Libra got something with time(Moon and Sun,Night and Day?).The creators must not have a lot of time to make a episode about Libra so they didn't do one and hope people won't spot that fact.
Libra could force people to tell the truth or something. there weren't that many cards in the manga, they just needed filler episodes. I guess they couldn't come up with a way to show Libra causing trouble that didn't involve Li spilling his guts to Sakura about how much he loved her...that's actually a good idea for a fanfic-NOBODY STEAL IT! it's my idea!
