Notre Dame Security Police can stop them from protesting on campus for the same reason they can stop me from drinking hard alcohol in the dorms even though I'm 21 or from spending the night in a men's dormitory- it is in the rule book. I believe the scriptures stated that Jesus asked his two cellmates if they would like to join him in heaven and meet his father, God. One stated that he didn't believe Jesus was, who he said he was.
