I have a 1985 with the same engine. Sounds like there is a vaccuum leak somewhere. Mine runs smooth as silk. Now my 1981 Bonneville with the Oldsmobile engine runs like yours does. As for flipping the air cleaner you will make the problem worse because you arent using the Thermac system to deliver warm air until it is warmed up.
Yep, the problem was the vacuum hose right below the PCV hose. This motor ran well for a while until the vacuum brake went bad...and then everything just went to hell. I wish I swapped a non electronic Q-jet or holley. However, now I have a 9c1 Caprice with a TBI 350 and even with 100,000 on the plugs, it still runs smoother than my 305 ever did. I do miss the mechanical simplicity of the carb though.
if it keeps running lean and rough...hook up a engine vacuum guage o the front vacuum hokup on the carb that goes to the pcv valve..check he vacuum and adjust it by a tool for the carb...adjustment can be made in the front of the carb...
This 22 year old small block v8 engine has not left me stranded yet..so I can't complain. There are way worse motors if you ask me...this one just has too much emissions crap on it and could use a less restrictive intake system. But it easily can reach 300 horse with proper replacements/tweaking.

im not to sure why you would take that off while its running...kind of defeats the purpose ofthe air filter...not a good idea...nice chev though...
