NEOPLAN isn't directly German. NEOPLAN is one of 12 companies which are part of the Volkswagen company. Other companies which belong to Volkswagen are Skoda, MAN, Suzuki( just 49%), Seat etc.

actually Neoplan is a subsidiary of MAN. Volkswagen does own 30% of MAN, but it's not like it's a direct subsidiary company.

As with all is determined by the location of it's headquarters.

My "idiot" comment is based on fact, I couuldnt give a fuck what configuration it is!!! I have run 4 Man and Neoplan coaches in the past and they were terrible. Scanias and Volvos were by far the best!
