Read below fellas...it's not just a piece of PVC...there are wood disks inside on the threaded rod to keep it stable. The PVC is just ''the cover'' of the drum.
It sounds very loose. Not well balanced. PVC is likely too flexable and won't be good when heat builds up on the sandpaper, to give good results. Where will you get sanding drum sleeves? Your drive and frame work seems ok but the drum is questionable to me.

it ain't gonna work with pvc. what you need is a piece of 3 or 4 inch emt steel pipe. the pvc will warp when it gets warm.

3" PVC, I made it. There are wood disks inside jam nutted on the threaded rod to stiffen the whole thing.
