Try plugging in a game into the computer. Seems simple enough, but I had the same "problem." I think it completes the circuit somehow. I know, I know, there is no mention of this in the manual.
@SnapCraft316 That makes sense. INTV carts (like most other old system carts) have part of the BIOS on the actual cart board. You'd think they'd put the rest of the BIOS in the computer module, but I guess they didn't.

Hope this isn't a stupid question, but are you using the correct power supply? Mine didn't come with one so i found out an Nes Power Supply will work with it.
I have this computer and the sound adjustment on mine is slightly faulty, but it still works OK. I have only made a single sprite on mine and a couple sounds. The computer has a good baseball game available called World Series Major League Baseball (3D like game). It is good and ultra rare. It is also compatible with Space patrol homebrew. Space Patrol uses all 6 audio channels when connected to an ECS. There are a few other good game savailable for it.
You need an Intellivision game in the system. The Intellivision release is needed. Not a third party game. You are able to use sprites from the cart to make games (If you know about Basic). You can use a Mattel Aquarius cassette recorder to save your games. There are a few other cassette recorders that will work also, but I cannot recall them right now. The basic in this system is not that good! It is not as the Commodore 64 or an Atari 800.
Looks good with the Intellivision II. Interesting little piece of history behind it....

Coleco had problems with the adam computer, they lost a lot on that. They were doing well, though, before the video game crash.

A few Coleco-published cartridges will not work on the Intellivision II, such as Donkey Kong.

Get a new one!!! XD (Ok, Ok, It may be the video chip or card inside it. if that doesnt work, it may be the motherboard.)

I just picked up a boxed one for free with the monitor...lol
Just ordered the 512k ram expansion and a 5 1/4 inch floppy drive. That was my money for the month...lol
