First, you have never met someone who was in the Hitler Youth, have you. Typical mischaracterization of the Bill, no "mandatory" federal requirement, only a reference to existing local requirements. As for the religious restrictions, those pesky founding fathers and their silly 1st Amendment Establishment Clause. Take your limited intellect and apply it to something useful like extreme beer can collecting.
