During the time period that these particular Dalek toys are modelled from, they could not fly / levitate.
The first instance of a Dalek being able to levitate itself was during an episode from the Sylvester McCoy era, when he had Ace as a companion. So technically you are both right ;P

Prior to this, they had flying discs, known as Transolar Discs, that they positioned them selves in the middle of that would allow them to fly around, but they didn't have the power to do so under their own abilities.
