The tragedy is not that it costs $450 to hook into the water supply... it's that people are earning only $600/year in some nations. To fix that, you have to allow stable property rights, so business can invest and thrive, and thus create jobs. Why don't these people build their own rain catches? And storage tanks. I stocked up on food & water. I also catch rain water and have 3 generators and solar panels with power inverters so my family will never go with out.

You instantly WASTE it and start pouring it all over the ground. If these people had a brain in their head, they would be less unfortunate.
