It seems the author of this video left out a little bit of information. They don't tell you that the reason cho was able to pass the background check is because of the "federal privacy laws" placed on all "mental health" records. This law prevented Law Enforcement from being informed of cho's mental state. Thereby keeping him from being identified as "NOT LEGAL" to purchace a gun.
