you don't have to go through the islands to get to cinnebar island, just get fly and fly to pallet town, and swin south.

@XbaellX it it is called strength and in order to get it you have to find this dudes golden teeth just look around in the safari zone and you should find it along with surf and then return the golden teeth to the guy in the house on the right of the poke healing center in fuschia city.

I deafeted the elite 4 (5 including vance) on soul silver and i didn't have a clue that articuno was in the seafoam islands until i found it, i did rember that zapdos was in the power plant but in sol silver its 3 years later so i found zapdos waiting for me out side and moltres was found in mt.silver which is where i also found red the character from leaf green and fire red.

I have caught each of the legendary birds IN LEAF GREEN on my first try and caught articuno with a great ball and I was like "WTF" you know i am curious about something, in the original Red Yellow and Blue Zapdos was the hardest to catch, now in leaf green and fire red he's the easiest originally moltres was the easiest now he's the hardes WTF also in the originals Zapdos learned thunder at level 51 and articuno learned blizzard at level 51 why'd they butcher the best pokemon?
