To code if there is no ground at the box the only thing you can do is replace it with another 2 prong outlet or a 3 prong GFI outlet and use the sticker that comes with the GFI that says no equipment ground.
Also when he put the grounded outlet in he is required to ground the box with a green grounding screw when the ground wire is there. Years ago you coud pick up a ground from a cold water pipe but not allowed anymore.
if you have a 2 prong outlet chances are you are going to have old romex that doesn't have a ground anyway. Doesn't make sense that someone would add a old out of date 2 prong receptacle on new romex wire with a ground.
Is it safe to change a 2 prong outlet to a 3 prong if there is no ground wire to begin with? I'm wondering because the room I'm renting only has a 2 prong outlet and I need a 3 prong outlet for my computer.

Chances are this won't work because it has to be grounded in the circuit breaker box and back then that was not required.

If you have a 3 prong cord and only a two prong outlet just rip out the 3rd prong with a pair of pliers after all it's just a ground.

you can add some coated 30 amp spooled wire from nearest cold water pipe to your outlets!
i did it on the outside of the wall by adding a box extender from home depote
(recept Xtender) wich i drilled a small hole in to alow the grounding wire threw,
on remote outlets i used for my computers i have even grounded to my forced hot water basebord water lines, works great!t
others i drilled a small hole threw the floor to run wire to the cold line
