I think if you have a legit cause that requires you to perform, then you should! But if like, you're doing it because you have nothing better to do, they may not necessarily deserve it. But your cause Spandy is the best ;D.
Some permits are liked by some buskers. Most aren't by most buskers. I'd say if you're going to have a permit, it would have to be non-mandatory. I like the idea that a permit system is on offer to those who want it. Some places it's ridiculous, but some places it's positive. In Seoul, for example, they don't just give buskers permits — they pay them to be there (in a couple of spots)
I like the idea of the permits. Make them easy to get, but put a cap on the number each year, Imagine Calgary, where we only have 2 good locations (Stephen Ave and 17th Ave)) Without permits we would have buskers out there shoulder to shoulder the entire length of the street.
I say just let everyone do their own thang out on the streets. I don't think permits should be a necessity, just let the people bring happiness to others ya know man?

Tough question. I think that having quality buskers adds to the class and appeal of the city. Letting just anyone busk usually results in poor quality buskers like that fellow yelling into his microphone. I suppose that buskers, in a sense, represent the city they are performing in.
We have the no amplification rule in Calgary as well, so that makes it tough for beatboxers like myself.
@thepeterpot interesting to know Calgary has the no-amp rule as well. Because cities have that law, it stops many from performing because it is illegal. When I started dancing on the street my skills were well below average, but thanks to peoples support and continuing to perform, I was able to improve myself a great deal.
I feel if nobody gave a busker coin, he/she would eventually give up busking.
Calgary is def missing out not having you on the streets with a high powered amp!
