Torturer should lane with an item-independent ranged support hero with an easily used stun or disable. Witch Slayer and Nymphora are 2 examples. After they land their stun, you're guaranteed a hit with chain reaction (and probably a kill).

Items:

1. Sacrificial Stone

2. Ghost Marchers

3. VOID TALISMAN!!

Ghost marchers and VT enables you to chase any enemy carry while being 100% immune to their attacks, ripping them to shreds with Impalement and Torment.

@NoLYzZz There's a trial that lets you play 10 games, but don't vote for remakes because you will lose 1 game. It's pretty fun, i have an old beta key but you can't even use them anymore. I haven't bought it yet, try Dota out, Hon is gear toward Dota players who want something different. But League of Legends is a lot different, if your good at Dota or Hon, then you will own at Lol, its so easy!

Lol @ Sotm being a luxury, it's terrible, it really isn't worth the gold. Void talisman is one of the strongest items to pick up on tort, and Ghost Marchers > Post haste for kiting, Sac Stone is ok, but Nullstone is generally a better choice unless your severely dominating, and I personally always max impalement first and try take mid, it dominates hard if you roam.

void talisman is an amazing item on torturer when facing those pesky carries like war beast who become dependant on physical damage, since it still allows torturer to cast for the duration of the physical immunity. all this plus an extra +7 all stats for the low low price of 1400 gold. wow.

I build tort by maxing imaplement/bonds evenly but I get torment each lvl

not every mana efficent but blood chalice fixes that and it really just destroys anything near you, but if you can stun everything ends up near you xD

personally i think saving chain reaction for last and getting ult at lvls 10/11/16 is the best choice, especially since its hard to land that stun due to the cast delay. assuming u have other stuns on ur team, maximizing aoe damage around u with ur phase boots and bloodstone, u should be able to deal loads of damage with ult + impalement with minimal mana problems (around lvl 12)

i play tort as my main hero, granted i'm not very good at HoN but playing this hero with a good lane partner can really help you deny farming and sneak in a kill here or there, very fun early game.

i like playing tort though i disagree with your build. I know he's got massive mana issues (and my build doesn't help that, i agree) but you're not really a carry and so a phase boots and a shrunken head can make you much more useful in a team gank. You still have enough mana to get off all your spells, and if not, at least gives you the confidence to run up and stun/bonds. Also, i like to level ulti at  10/11 leaving impalement for last but i guess that compliments the 'team maximisation' build
