How come the bbc are allowing clips of eastenders (and other programmes) to be shown on a commercial site like youtube?

These programmes are made from british taxpayers' money. Why are the rest of the world allowd to see these programmes/clips? I see that not only the "eastenders" channel showing these, but also BBC worldwide channel too. Isn't there a disparity here? Unless the BBC are receiving huge revenue streams, I think this is breaching T & C laid down by the people of Britain.
