Master Tsou is definitely still teaching. the website is out of date, and you probably visited during his vacation (or were at the wrong part of the park). come visit Saturday mornings 10-12am, Casuda Canyon Park, and look for a group of people over by the elementary school buildings (usually in the shade near the basketball courts). class sometimes starts late, so you can try 10:30am.
