It's the 'stealth blimp' test vehicle. Not kidding. It's also been seen in Europe. Primarily used as a test bed for surface material that is intended to reflect radar, if it can obsfucate radar on a slow moving vehicle like a blimp, it can do it on faster vehicles.
doesnt seem very stealthy if people are capturing it on camera lol... also its glowing on the bottom :P
