Actually, that's the bracelet that controls recca's flame. Without it, his flame would become too powerful for him to handle. So the bracelet is powering down the flame. The fire is coming out from Recca himself.
I'm only guessing because this is my first time watching this anime, but is the masked guy Recca's big brother or something of that nature?
