One human life is the same as any other, and nobodies is worth more or less. I think people should be able to feel the pain of every human life no matter who or where it is. In wars people sometimes get tunnel vision and think the end justifies the means.

My knowledge of Rwanda is only vague, but I believe the U.S. knew about the genocide and downplayed it because they did not want a repeat of Somalia (Black Hawk Down) and because Rwanda did not have any political or strategic importance for them, like Iraq. I don't think it is about morality so much as it is what's in it for me? Why didn't the U.S. stop Operation Condor? Because they secretly enjoyed it I think. I don't pick sides since they both use violence as long as it suits their own needs.

A conventional war is US's preferred type, guerilla warfare is like the backyard of USA so they would have to rely on terrorism because they are weak. Even a weak force can make use of terrorism in an effective matter.
