It's not a flaw. You're supposed to be focusing on combo's, defense, the new focus art/saving attack system. Plus you get a super and an ultra.

I mean, I wouldn't mind more than one super for all the characters too (specially Akuma), but I'm sure that when Street Fighter Alpha 4 HD comes out someday, you'll have multiple supers.

its because he *Yoshinori Ono* did not want the street fighter 3 tradegdy of every one having 3 supers to choose from but always people only played with majority of the time 1 of the 3, so instead he made actually 2 supers for each. One being your normal super meter and have one for ultra. And instead of having 3. Make both good instead of having useless ones hence Chun-Li SA III.
