@MrDevilzman666 I'm sure that's just the station's bumper music. Like radio they were common also in TV until the 80's and early 90's. I could remember waiting for my favorite programs on TV and something very much like that would play before and after shows and commercials probably to buffer programs and fill the time. As far as I know channels didn't have logos embedded on screen back then like we do today, so it would serve as a TV station ID as well.

@MrDevilzman666 Truthfully, I already lessened the volume on that audio file; it was by default very loud. Hence the filename was called, "Rockin' M-16 PSA". I believe they made it purposely loud. lol sorry that it made you jump.
