for it to actually fight and evolve i had to put him in front and then switch to any overpowered pokemon to end the battle quickly(of course getting the level 15 magikarp helped a lot) so it leeched exp until it turned to gyarados, then it started winning by himself munching his way to victory (what more can i say? BITE was the first thing it learned)
