As for the enivornmental deal, I'll just say that the Cuyahoga River hasn't caught fire in over 40 years, so environmental regulations may have done some small amount of good.
The payload isn't supposed to separate until the end of the mission. It's the very last step.
This mission failed because the *fairing* failed to separate. The fairing covers the payload and protects it from aerodynamic forces. It also weighs a lot, and the vehicle can't get to orbit weighed down by it, nor could it deploy the payload with the fairing still attached.
